Ban on extraplanar summoning

A procolamation is heard through Oscura
For the time being all extra planar summoning is banned within the city of Oscura. Any found opening portals shall be questioned and warned, if they continue to do such they will be dealt with accordingly.
I urge all citizens to have caution. There is a being somewhere in this land that is opening gates to the lower planes, bringing forth extraplanar creatures to strike at citizens. If you see such happen go quickly to the guards and aid them in thier fight against it if you can.
Until this matter is solved, it is for the safty of our city that we do not have rogue portals open that may be harnessed to add to this problem.
