A Letter With the Seal of the Council of Moradin Posted Outside the Great Hall

The letter appears to be addressed to the leadership of Norwick, however anyone in town passing nearby would see it (at least until it is taken down)
To the un-esteemed leaders of Norwick,
I write this letter to inform you of the recent discoveries of your so-called fish allies that you so gleefully signed a treaty with years back to spite your former Dwarven neighbors - the same Dwarven neighbors you turned a blind eye to when they were facing annihilation at the hands of duergar scum, and the same Dwarven neighbors who had their territory intruded upon by the aforementioned fish scum, much to your approval.
Your fish-scum allies seem to be engaging in banditry similar to that of those highwaymen that used to roam near the bridge in the Nars. Not only have other scum-races been offering tributes outside their wretched fort, they are also murdering and robbing travelers, and dumping bodies and gods know what else into the water supply outside of Ihar Burakin.
The remains of an unlucky traveler were found not far from your fish-scum allies' fort. Everything was picked clean off his bones, and a crate he was traveling with was smashed and had its contents completed removed. Such noble allies Norwick has, murdering and looting innocent traders and trying to cover it up.
As mentioned previously, the bodies and debris from the acts of your "noble" allies seem to be making their way into the water outside of Ihar Burakin. Aside from your friends trying to cover up their wretched acts, this also presents a risk to any who would need to drink out of those waters.
Make no mistake - Norwick has enabled this by shamefully and dishonorably spiting the Dwarves of Aura Runedar and the Council of Moradin to form an alliance and protection pact with these fish scum who intruded on our lands to insult us. Your actions have resulted in them being emboldened enough up to this point to commit these heinous acts.
The fish-scum fort will soon cease to exist, and it will be as if it was never there when it is all over. The only matter in question is whether or not Norwick take steps to redeem itself. If you've any sense of shame or honor, you will immediately and publicly abrogate your treaty with the fish-scum, and send your Guard out to assist my kinsmen in forcefully removing the fish-scum occupants and de-constructing the tower.
If you refuse this, well, perhaps you should think about what the rest of the region and other travelers and merchants will think when they hear Norwick formed an alliance with fish-scum bandits. I'm not so sure your townsfolk would appreciate the effects that would have on your town.
