    Crown & Civics - The Restoration

    A copy of the written account of the speech was entered into the public record in the Civic Hall library for anyone to read, along with some notes on the proceedings written by one of the assistants to Thaddeus.
    The copy is without the royal seal and written by a scribe, a note indicates that the original document is within the archives of Royal Herald - 1st Speaker of the Crown

    : The King, Thalaman I breaks the wax seal on a large scroll, bound in brass and unfurls the long document, and begins to read, he reads somewhat well but does look down often to the words written :

    Let this document bear witness to the words of the crown of peltarch, and of Thalaman I on this date these words and will of his royal highness and crowned king to be read on Mirtul 7 1372 Dale Reckoning.
    We, as ever wish and do make our wish for the prosperity, fortitude, fertility and good health of the population of Peltarch, and indeed all the other neighbouring settlements, and folk so long as they hold by honest virtues and the decency of man.
    Since our last speech much has changed, difficult matters of prosperity, security and treasury have been reversed with ever increasing fortunes of our guilds whom pay their lawful taxes to the city and it's crown. Recruitment of Defenders and Guards have slowly returned to their previous numbers. It shall be remembered that the kings council and the armed contingents of the guilds of the Jewel did supply extra armed security and armed defence of our walls during this time.
    To this end we are reminded of the way of Siamorphe, she of the right of the divine do state that proper lordship and kingship remain with those best trained by lineage to perform the difficult duties, and to also to look out for the best interest of those within the embrace, rulership and care of any crown.
    For these reasons, and in our current situation we do declare the following changes effective immediately, and we charge all those referenced to make the changes required no later than the New Moon, and Mirtul 15 - This year of 1372 DR.

    The position of Herald, do be appointed by the Royal Family, and its head the reigning eldest member of that family as King or Queen. From this day forth the position is known as "Royal Herald - 1st Speaker of the Crown". As the duely appointed "Civic" representative of the crown the position is responsible for chairing the "Civic Council" a body where notable civic organisations are invited to attend. Any representation of previously declared nobility are excluded, as those appointments were anathema to the divine word of Siamorphe, upon whom all proper lineage and nobility relies. Those civic organisations initially invited to attend have already been notified, and representations should be made to the Royal Herald - 1st Speaker of the Crown on proposals to extend the Civic Council.

    The council shall simply perform the following simple duties.

    1. To carry out the decrees of the crown, the decisions on matters presented by the Royal Herald.
    2. To propose civic measures, changes and matters pertaining to the prosperity and development of Peltarch to the Royal Herald - 1st Speaker of the Crown who shall seek royal "assent" passing these decisions back to the council to implement.
    3. The council shall seek to fund all civic costs to the city save for the forces by which Peltarch's security is maintaind, so law and order by the the guard, and more significant and external threats by defenders as well as the cerulean knights who will all be funded by the crown. To this end the civic council members will direct taxes for civic matters, and those taxes will be drawn direct from the treasuries of the same organisations.
    4. Funding of the guard, defenders and cerulean knights as well as the kingsguard will be directly raised by taxes payable to the crown, this will be paid for by the leases of property, stowage, berthing, or if property is owned by the crown direct rents from tenants including tenant farmers. This is unchanged since prior to the time of King George, but will allow additional capability, expansion of ranks and more flexibility to respond to external or internal threats.
    5. Book-keeping of civic costs, as well as the treasurer of the kings purse shall remain under the master of coin Enenan Snydders and his staff.

    And now i will speak of the King's words in respect of recent history in court.

    After the divine will of Siamorphe exposed she known as Reyhenna Jorino - the deciever, who claimed the name Elizabeth Fisher, all inoblements are hereby rescinded, and all titles and claims to lordship are to be retained only from the time of King George. To commemorate this royal restoration, there will be established once more by the re-establishment of the statue of King George. The "Royal Herald - 1st Speaker of the Crown" will maintain all records of nobility under his divine duty.
    Previously the deceiver Reyhenna Jorino did declare several baronies.
    The eastern townships of cloudmeadow and hillport
    The western logging town of greensbury
    The barony declared on the nars to the witch and seer inn.
    The declaration of high-hold as a barony.

    These baronies, as just mentioned are henceforth rescinded, by name and title. These townships are and will remain under the protection of Peltarch, but no claim of the structures built upon the site known as the Witch and Seer inn is claimed, only that it do sit upon the lands claimed by Peltarch. The townships of cloudmeadow and hillport, and the logging town of greensbury will be appointed under the appointed king's royal Barony of Queen Martha Fisher, and her son Adrian Fisher, her royal majesty will henceforth known as "Queen Mother" as befitting her status.

    I, the undersigned King Thalaman did already reverse the banning of high-hold citizens from peltarch and the reversal of the banning of trade to high-hold. However I will go further with today's statement.
    The fortress known as High Hold and the town of Blackbridge is no longer declared by the Peltarch throne a protectorate, posession or lease of the Jewel of the Icelace, Peltarch.
    King Thalaman decrees that from this day forth the fortress is judged to be self sufficient in all matters and will be considered a neutral trade partner. There are no obligations of Peltarch to defend, maintain or provide funds or resources for the town of blackbridge or the fortress of high hold.
    Furthermore the council of the crown acknowledges the incumbent leader of HighHold and Blackbridge, and do not dispute his self-appointed title of Lord Eric of this settlement, though it is stated that this title is not bestowed by the royal authority of the crown and the King of Peltarch, Thalaman and all his heirs and successors. No supplication or expectation of the honourable bonds of acceptance of King Thalaman is demanded of the Lord of Highhold, and no claim of any dominion beyond that of the immediate locale of blackbridge and highhold keep is accepted.
    The council of the crown do wish the settlement of Blackbridge prosperity in the name of Siamorphe and Waukeen. The only requirement are that those offices of the crown of peltarch are forbidden under law to swear an oath to the lord of highhold, and do prohibit those who have sworn and maintain this oath to highhold from holding formal peltarch offices of the crown. This is consistent with the laws of citizenship as administered by the Heralds of the region.

    Stated Civic Council Role for all current and future members: To bring to the city it's wealth, integrity and position in the region, with all other considerations rescinded, irrespective of power, influence or popularity.
