Bandits in the Pass?

Mystran cleric and Romani-trained ranger Shesarai Foutopolis reports being accosted by a bandit in the Nars Pass. It was in the woods northeast of the crossroads.
"Well, accosted is maybe a little bit of an overstatement," she added. "I seem to have surprised him and he backed away from me. Not knowing if he was alone, i put a hold spell on him and then shot a few arrows at him. But it seemed a shame to kill him while he was standing there helpless, so I just left him. Hopefully, nobody else will come to grief."

More rumors of bandits in the Nars Pass have been heard again. Two young brothers walking north from Norwick were assaulted on the road between Norwick's north gate and the Crossroads. At least three bandits were involved, although two of them were killed and one wounded. Later on, General Theaon of the Legion and an earth elemental were seen dragging one wounded bandit to the Legion Tower.

Travelers heading south from the Nars Pass to Norwick reported being accosted by bandits. Some claimed that a large troll was in the upper story of the old tower just north of Norwick's outer wall. Gnarl and Marty went out to battle the troll and chased off some bandits, who withdrew to the north. Gnarl and Marty then retreated to Norwick and recruited Shesarai to help them investigate. They found a bandit camp in the woods and destroyed it.
Strangely enough, most of the bandits turned out to be elves, with dwarves making up the rest. While the adventurers were examining the camp, a half dozen elves riding horses came out of the woods on the opposite side of the road and attacked them. All were killed rather easily.
Artemis joined the adventurers while Shesarai scouted the woods looking for more. She soon came running with a warning that trolls were approaching. These were two huge cave trolls, accompanied by a bandit leader. The four adventurers succeeded in killing them, and burned their bodies for good measure. Hopefully, the threat to travelers has been eliminated, but all who journey north of Norwick are urged to use caution and keep a good lookout.

Why bandits should be talked with before killing them?
Desperate people do not succumb to power of their oppressors even if they die that way - they hate their lives so much anyway, so they can as well die for someone else they love instead, in a war if neccessary. if they have scarred bodies, perhaps they'll reincarnate with better ones and live better childhood instead of suffering more in their broken bodies, tattered reputation, lack of wealth and royally screwed lives.
Opressed start to rebel against oppresors instead.
You can't force submission on someone by showing skillful dick and fucking their lives. To think otherwise is very infantile, irresponsible morality and mindset.
If you kill such a person, you'll regret. Perhaps few of bandits will come to terms with oppressors somehow instead - they have to be given a chance, but they won't accept their lives spared at all cost.

i suggest letting them surrender, on humane terms for us all. Peace negotiations with military backup.

Troff Legion Captain Romulus Grey dispatches messengers to the authorities in Norwick and Peltarch warning about the threat of bandits. Legion scouts have spotted lone bandits in the woods northeast of the Crossroads, and a camp full of bandits with a leader was seen in the woods northeast of the old tower beyond Norwick's north outer wall. None of these bandits were visible from the road and no reports of travelers on the road being molested have been received yet. But in addition to the continuing threat from rabid gnolls, travelers should be aware that bandits are on the loose well south of the crossroads and take appropriate precautions.

The Silent Stalker seems unsurprised at the turn of events, discovering the headless traveler who had been attacked by the Mystran, finding it no small wonder that he should then be hostile when she returns with friends presumably to continue the assault. With a quick pass of his own through the area, he simply tisk's, commenting to no one in particular "An' they still couldn' find tha others.."

Shesarai recruited Gnarl to help her search the Nars Pass for more bandits. They found the one she had wounded (only slightly) near the same place she encountered him earlier. He was a stupid idiot. Although he tried to run away from Shesarai when she was alone, this time he went berserk and attacked Gnarl. Bad move! He lost his head.
The two adventurers then searched the woods east and west of the Crossroads and Bridge. In a hidden corner of woods near the Gypsy Pass, they found a chest containing three (rather tasty) Underdark trout and some scale armor. Nothing more was discovered except the usual pack of gnolls north of the bridge.

Y' surprise a man along tha Nars, who tries ta back away from ye wi'out a threat.. then ye hold 'im magically an' fill 'im full'a arrows jus' because, but'cha don' wanna kill 'im, ye jus' wanna torture a helpless stranger an' leave 'im there ta die painfully.. good ta know.
Gods help us 'f this is what tha next generation 's been reduced ta.."
shaking his head as he walks away with a final retort

With the Gnolls keeping the Legion busy to the North, and the lack of rangers besides the well known "wolf" Rasuil in the land, It seems many riffraff and scoundrels are taking advantage and preying upon folk who must travel the Pass. But, what a sorry lot of bandits they make! Perhaps they just need a little guidance?
