Norwick Code of Law




  • The law of Norwick is herein written:

    1. Norwick Criminal Code
    2. Norwick's Jurisdiction

    1. The following actions are considered crimes within the Realm of Norwick. All individuals in Norwick's jurisdiction, as marked by boundary markers, are subject to its law. (OOC: The three Norwick town maps, the New South Gate map, and the Nars Pass: Valley map.)

    Militia may levy penalties for Low Crimes. Some Low Crimes and all High Crimes will receive a fair trial before a judge. The accused may choose between trial by Tyrran justice or a secular judge.

    Do not attempt to debate law with the Militia.

    High Crimes

    High Treason

    Aiding enemies of Norwick, such as feeding, healing, or housing their soldiers or agents, passing them sensitive information or secrets, especially those of tactical or strategic nature pertaining to war, or the undermining of Norwick's infrastructure in order to aid Norwick's enemies is illegal.

    Murder of Militia

    When the victim of the murder is a member of the Norwick Militia. See: Murder.

    Attempted Murder of Militia

    Where the victim of the attempted murder is a member of the Norwick Militia. See: Attempted Murder.

    Murder

    Where the offender's attempt to murder is successful. See: Attempted Murder.

    Attempted Murder

    Where the offender attempts to kill, slay, or otherwise bring the victim to a state of nonliving. Exceptions include: when defending oneself against violent attacks being presently made against oneself; when the victim is considered an enemy of Norwick (Goblinoids, Drow, Outsiders, wild aggressive animals, other monstrous creatures, and any entities decreed enemies by the Chancellor of Norwick; exceptions can be made by the Chancellor of Norwick); when the victim has been sentenced to death by the Chancellor of Norwick.

    Rape

    Forced sexual intercourse upon a victim, or attempts at the same.

    Assault of Militia

    Where the victim of the assault is a member of the Norwick Militia. See: Assault.

    Low Treason

    The false claiming of, or abuse of the actual holding of, a position within the militia or government of Norwick for malign or greedy purposes is illegal.

    False Arrest

    It is illegal for any faction, town, or law enforcing body other than the Norwick Militia and Norwick Officials provided with permission, to attempt to arrest any person or otherwise detain a person for any purposes against their will, within the boundaries of the Realm of Norwick, without explicit permission from the Chancellor.

    Slavery

    It is illegal to trade or own slaves. It is illegal for any who trade or own slaves to enter the Realm of Norwick. It is illegal for those who do commercial business with slave traders and/or owners to enter the Realm of Norwick. Slavers may petition to be admitted into Norwick; in the process said slavers must cease their business in slavery.

    Arson

    Setting fire to any building the size of a shack or larger, in particular houses, barns, chicken coops, stores, and official Norwick buildings is illegal. Members of the Norwick Militia are exempt from this law for the purposes of punishing criminals or in defense of Norwick.

    Blasphemy

    Inciting or invoking the wrath of a non-Evil god upon Norwick or its citizens by word or deed is illegal.

    High Livestock Theft

    The Theft of one or more horses, cattle, or other livestock is highly illegal. See: Theft.

    Low Crimes

    Assault

    To do bodily or metaphysical harm (where metaphysical harm is the unwanted interference with the victim's soul or mind, eg. casting a Geas on the victim without permission) upon the victim without the victim's permission, be it with the offender's own body, a weapon (tools of war, eg. axes, swords; impromptu tools of violence, eg. a chair), or magic, is Assault. Creatures under the offender's control are the same as the offender for the purpose of Assault. The Norwick Militia and the Chancellor of Norwick and those specifically exempted by the Chancellor of Norwick are exempt from this law for the purposes of subduing and lawfully punishing offenders.

    Inciting Chaos

    It is illegal to provoke people to riotous, illegal, or enraged behaviour by slander. It is illegal to exhort people to riot. It is illegal to deliberately provoke a person or persons to violence, even upon oneself (though being provoked does not exempt offenders from the law). It is illegal to cause fear and panic by ones word or deeds, where this causes a visible, public disturbance.

    Theft

    The taking of coin or an item(s) which are legal property of the victim from the victim's person or land (whether the land is owned, rented, or leased), or from anywhere the property is being kept, without the victim's consent constitutes Theft. If the coin or item(s) are taken from the victim's person without the use of violence or intimidation and are determined by the presiding judge to be worth no more than one hundred gold, it is Pickpocketing. Members of the Norwick Militia are exempt from this law for the purposes of lawfully confiscating items or fines as punishment or in defense of Norwick.

    Impersonating a Norwick Official

    Impersonating or seriously posing as any Norwick Official, including but not limited to Militia, the Chancellor, tax officials, and/or the Advisor, is illegal, except in the case of theatre or other circumstances where there is an acknowledgement of falsehood.

    Resisting or Fleeing Arrest

    Physically striking, grappling, or wrestling with the arresting official, or using magic to achieve the same means, in order to avoid lawful detainment constitutes Resisting Arrest. Successfully resisting arrest and/or escaping from the scene of an attempted arrest by a Norwick official entitled to do so constitutes Fleeing Arrest.

    Disobeying a Reasonable Request from Militia

    Where the request pertains to the defense of the Realm, its laws, or civil order, it is illegal to disobey a reasonable request from a member of the Militia.

    Violating a Banishment

    Violating a Banishment or Exile as sentenced by the Chancellor of Norwick is illegal.

    Terror

    Constantly harassing a victim with overt threats of violence is illegal.

    Reckless Endangerment

    Willfully exposing a victim without their consent to danger is illegal. Norwick officials are exempt from this law for the purposes of lawfully processing and punishing criminals.

    Fraud

    Obtaining money or goods by trickery or misrepresentation, such as with weighted dice, violating a contract, or knowingly stating that one is selling something which in fact is something else is illegal.

    Necrofelony

    To create or cooperate with undead beyond what is necessary to preserve ones life as one escapes from or destroys the undead is illegal.

    Attempted or Actual Pickpocketing

    The taking of coin or an item(s), or attempts at such, from the victim's person without their consent, without the use of violence or intimidation, where the coin and/or item(s) are altogether worth no more than one hundred gold as determined by the presiding judge constitutes Pickpocketing. Members of the Norwick Militia are exempt from this law for the purposes of lawfully confiscating items or fines as punishment or in defense of Norwick.

    Illegal Minions in Town

    Uncontrolled or uncontrollable animals, excepting dogs, small cats, and other small benign natural animals, are banned from Town (where the Town is the Town of Norwick, but not the whole Realm of Norwick). The following creatures, even if controlled, are banned from Town: Bears, Outsiders, Dire creatures, Trolls, giant spiders, snakes, and big cats. Taking the form of the aforementioned banned creatures (eg. Druidic shapeshifting or magical polymorphing) is included in this ban. Wolves (but not Dire wolves) are allowed in Town when under the supervision of their master(s). Exceptions to this law include: when such creatures are summoned or otherwise present for the purpose of defending against a presently occurring attack on Norwick; when a Norwick high official temporarily exempts an individual creature.

    Casting of Offensive Magic in Town

    Casting spells in town which do harm as per Assault, or which hinder victims in their lives, which are not purely positive protections or enhancements or healing, is illegal, eg. Darkness, Fireball, Dispel, except in the case of defending oneself or Norwick from presently occurring violent attacks. Members of the Norwick Militia are exempt from this law for the purposes of subduing and lawfully punishing offenders. This law is waived during Fight Night upon the Fairgrounde.

    Brandishing Weapons in Town

    Being in Town, in public, with weapons brandished (ie. holding a naked, combat-ready weapon in ones hand, eg. holding a strung bow or an unsheathed sword) is illegal, except when defending against illegal attacks on oneself or on Norwick, or when displaying a weapon for commercial purposes, or during Fight Night upon the Fairgrounde. Members of the Norwick Militia are exempt from this law. Staves are not considered weapons for the purposes of this law.

    Invisibility in Town

    Being magically invisible or Ethereal in Town, in public, is illegal, except when escaping from illegal violent attacks on oneself or on Norwick. Members of the Norwick Militia are exempt from this law.

    Polymorphing in Town

    It is illegal to be under the effects of any shapechanging spell within Town, except when one is put under these effects against ones own will, at which point the caster of the spell is guilty of both Polymorphing and Assault. This law is waived during the defense of a presently occurring illegal violent attack upon oneself or Norwick, and during Fight night upon the Fairgrounde.

    Unnecessary Cruelty to Animals

    Inflicting pain on an unintelligent creature, for civilian purposes other than the defense of the Realm of Norwick, beyond what is necessary to safely butcher or otherwise process the creature is illegal.

    Bereft of Wit and Reason in Public

    It is illegal to be obviously drunk, insane, drugged, or otherwise bereft of reason in public.

    2. The following is Norwick's official statement on its borders, jurisdiction, and its lawful treatment of certain areas.

    The Town of Norwick differs from the Realm of Norwick. All laws apply within the Realm of Norwick except when noted as applying only in Town. The Town of Norwick is generally considered to be within the walls.

    Norwick makes no legal claim to jurisdiction over all of the Nars Pass, but Norwick reserves the right to take action against entities whom we have determined to be belligerent or dangerous to travelers in the Nars Pass. Thus, our laws apply only within our jurisdiction, but we reserve the right to take military or police action against highwaymen, bandits, and other agents of chaos and violence who offend peaceful travel in the Nars Pass.
