Herald D'Cameron, elegantly clad in black and silver with red trim, emerges from the Great Hall with a small escort. After making sure she's attracted sufficient attention, she mounts a small podium and has a large-lunged guard blow a fanfare on a trumpet.
"By order of the Chancellor of Norwick!
"With an eye towards the increase of Norwick's trade and commerce with races and peoples of good will and benign principles, valuing the dual ideals of LAW and FREEDOM, the port of Norwick will hereby decrease the duties and tarriffs on all goods belonging to those merchants or merchant consortiums who will sign and abide by a pledge to do NO BUSINESS with any who keep slaves in bondage.
"To make up lost revenues attaining from this decrease, the port of Norwick will hereby increase duties and tarriffs on those merchants or merchant consortiums who do NOT sign and abide by such a pledge.
"These measures to take effect immediately.
"The Chancellor and the Government ask the blessings of Waukeen, Tyr, and Valkur in the formulation and execution of this measure, and for the support and industry of all citizens of the Realm. May the gods send us prosperity, and may we earn these benisons by our virtue and labor."
D'Cameron steps down and stalks back towards the great hall as the crowd murmurs. A number of merchants and sailors dash for the docks. Some seem quite pleased. Others, rather less so.

_Creg wonders how they are going to enforce this, and if a task force is sent to verify these reports how much it will cost. Which would mean a general increasing of terrifs as a total or pulling of funds from other areas. That would, however, create new jobs in Norwick further stimulating the economy. A possibly lucrative new job, depending on how free flowing bribe gold is.
He briefly considers finding whomever is in charge of economics in Norwick to discuss the changes, but disregards it.
Any who visit the coppers and care to listen to his droning theories would be subject to an earful on the recent change of Norwickian economics._
