Edict From The Chancellor

Norwick Herald D'Cameron, resplendid in a new suit of black velvet studded with silver ornaments, marches out of the Great Hall one day and has a big-lunged guard blow a trumpet a few times to gather a crowd. After enough people have milled around, she unrolls a proclamation and reads:
"CItizens of Norwick!
"You earn your labor as your fathers and mothers did, by honest toil in the fields and woods, at the forge, in skillful trading ventures, in arcane researches, or by the might of your blades. For all your work you are rewarded, or not, according to the success of your efforts. Norwick has greatly profited thereby.
"Yet within our fair region, are those who profit not from their own labor, but from the labor of slaves, of men and women, humans and dwarves and elves and hin and others cast into bondage, taken by Zhentarim or bandits and forced to toil for their 'masters'.
"Norwick is a town of free people. Norwick wishes no profits or coin bought with the blood of the enslaved. Norwick will no longer tolerate such doings.
"If our trade is hurt thereby, let it not deter us. A free people will always prosper; a people poisoned by the nectar of the slaver will always grow indolent and corrupt. We know what is right and just. Coin will not deter us from doing it.
"Therefore, by order of the Chancellor, all who own or traffic in slaves, no matter where said slaves may be, are BANNED from the borders of the Realm of Norwick. Likewise, any current employees of the above are BANNED from the borders of the Realm of Norwick. Norwick wishes no dealings with slavelords.
"Those whom this edict applies to have 24 hours from now to quit the realm, after which they shall be arrested by the militia."
_D'Cameron posts the proclamation and walks off, as the crowd begins to murmur and talk.
Many seem surprised and pleased by the idea. Others, particularly those who have customers or frequent visitors from Oscura, are fuming and railing about 'delusions of grandeur' and 'overreaching'._

Reacting to the particular definition of "others," one Pernicious Den 'Kath, on a leisurely visit to Norwick, openly wonders whether those who profit from the bondage of mules or oxen or horses, for instance, are to be banished as well as those who profit from the bondage of humans and dwarves and elves and hin? What of those who profit from the bondage of summoned or conjured or bound extra-planar creatures? Do we take issue with all of this? Where's the line? Gnomes and half-orcs are also notably (but rather unimportantly, as uninteresting peoples) not accounted for by this declaration.

_Several redcloaks are seen none-too-gently escorting a Mulmaster trader (who operates out of Oscura) to the town's boundaries. There, he and his goods are unceremoniously heaved out of Norwick territory.
"And don't come back, slavedriver!"
Several onlookers applaud; a few actually cheer the redcloaks. Others mutter and shake their heads, then stride off in disgust._

Aramuil can be seen grinning from ear to ear for the next few days.

Albry stands by, ready to act as crowd control should those who do not take the news lightly decide to get out of hand.

_Eluriel spends the next day in Norwick watching folk's comings and goings. She variously chats and eats by the central fire, sits by the well in the residential area performing small tasks such as waxing her bow and armour, and makes trips to Norwick's shops and other points of interest. The elven ranger spends some time in the inspection of mounts available for trade, and enjoys a few pleasant strolls around the eastern farmland.
After the deadline passes, she takes a room in the Boarshead._
