Militia may levy penalties for Low Crimes. Some Low Crimes and all High Crimes will receive a fair trial before a judge. The accused may choose between trial by Tyrran justice or a secular judge.

This only applies to things which visibly cause a public disturbance. It is perfectly legal for an orator to tell a polite, well-behaved crowd that the Chancellor is an ingrate who doesn't know their knee from their elbow. It is not legal to tell the same crowd that bugbears are marching on the town and the militia cannot holds and they will all be massacred, nor is it legal to exhort them to converge on the Great Hall with torches and set it ablaze, nor is it legal to threaten to kill those who disagree with you.

    *** Assault:** Attacking another person.

*** Terror:** The constant harassment of another person with threats of violence.

*** Unnecessary Cruelty To Animals:** Inflicting pain on a poor dumb creature beyond what is needed to butcher it for food or geld it, etc.

*** Drawn Weapon:** It is illegal to walk around town with a naked blade or unshipped bludgeon, unless one's duties to the town (militia, or helping defend against an attack) require it. A staff is not viewed as a weapon.

*** Wild Animal:** It is illegal to bring a carnivorous or poisonous animal larger than a large dog into town without permission from the militia. This applies to druid familiars and druids in wildshape as well.

*** Polymorph and Invisibility:** It is illegal to enter or move about town under the affects of a spell of invisibility (or etherialness) or polymorphing.

*** Low Treason:** The false claiming of, or abuse of the actual holding of, a position within the militia or government of Norwick for malign or greedy purposes.

*** High Treason:** Aiding the enemies of Norwick.

*** False Arrest:** It is illegal for any faction, town, or law enforcing body other than the Norwick Militia and provided Norwick Officials with permission, to attempt to arrest any person or otherwise detain a person for any purposes against their will, in the boundaries of the Realm of Norwick, without explicit permission from the Chancellor.
