Bagnar, leave this to the Circle. In all my years, I've seen few problems aside from ore-related ones that are solved by kegs.
I'l let you make the right choice. Sell those back to Gemli, and either sell the surplus to him too, or take them to the Dwarven Hold where they will not cause any trouble.

Looks like you figured wrong. Jerrick comments, obviously unphased by the idea of any repercussions from bagnar, and motions for Dwin to come speak with him.

Dwin emerges from Gemli's shop wth a dark serious look on his face. As he sees the small crowd that's formed, he addresses everyone, particularly his guards.
Keg-sales in the realm have been temporarily frozen. This nonsense about blowin' up the forest and gettin mules is just that: nonsense.
Kresha, please see that Gemli's supply of kegs is safely moved to the barracks and locked up. Take special care to inventory them, I dont want him losin any money.
He crosses his arms and looks at Bagnar
What, exactly did you plan to do with those, Bagnar?
Gemli, I am sure, will give you your coin back when you take them back into his store.
Dwin looks at his 2 gold cloaks
See that Bagnar's kegs get turned back in, and that no kegs pass through the south gate. The sooner we all forget about this crazed little idea, the better.

Taeris looks at the guards and then to Gemli's shop then to the keg he's carrying on his shoulder then to Jerrick, with innocent young genuine eyes

Jerrick stands impassively by, but it's clear that if the word is spoken, or things get out of hand, he is more than ready to use force. Lucky for bagnar, there won't likely be any heave-sent flames or lightning, due to the potential for the town looking like sam's hill.

Bagnar waits outside Gemli's shop, his wheelbarrow full of kegs balanced precautiously. He waves at Kresha and grins his broken toothed grin. At the moment he's got enough firepower to blast a decent sized crater in Norwick if alarmed.

Kresha can be seen nearby all of the commotion listening in to the talk and reactions of the people. A young guardsman approaches her, gives a crisp salute and asks "What do you think of this Lieutenant?" She returns the salute and casually replies nodding toward Gemli's shop, "When those doors open again and the Chancellor comes out, we'll see whether we'll be burnin' the forest or if we'll be jailing folks who be burnin' the forest. Until then guardsman, keep a list of folks that leave town looking like they intend on having a fire party eyes Bagnar." She has the recruit spread her orders amongst the guardsman in town and directly speaks with those that currently man the gates.

Anor can be seen spending time In and near norwick, praying to Mielikki for aid and protection for the forest. She heads outside at least once a day and procceds to inspect the rawlins and deal with goblins while she does so

Camella overhears Gemli's plan as he discusses it with another. Crossing her arms, she assesses its merits, nodding quietly in agreement.

Dwin is seen going to Gemli's store with a pair of gold cloaked guards. He enters and shuts the door behind him.

_"Ye woul'n 'appen ter 'ave bulk discoun's, eh, Gemli?"
He stacks a few kegs in the wheelbarrow and bellows out a chant in Dwarven, bulking up visibly._

Jerrick heads to the chancellor's office, rolling his eyes.

"Ha! Druid threats dint scare me! I got me rights!"
He proceeds to sell Bagnar a wheelbarrow and gives his opinion that the cleansing should start in the old town and graveyard, "what are bein occupied by evil tree occupiers, an probably druids too."

Once returned from his message, the Advisor Natura of Norwick pays a visit to Gemli. In short he is heard saying,
_There will no mass burning of the forest. Not by you, or anyone else.
