With a blare of trumpets, Herald D'Cameron stalks from her office and addresses the crowd:
_"As Norwick is at war, and must identify who… or what... is entering its gates, we can no longer tolerate the entry into town by individuals recklessly changed into beasts or monsters, be they mages or druids. Our tolerance of this strange practice has already led to grief and blood.
"Therefore! Our noble Lord Chancellor has decreed that all beings of a monstrous or bestial cast MUST shift back to their normal form if they wish to enter the town.
"We shall use common sense and prudence with the enforcement of this rule; just as we did not arrest people for bearing naked blades when they drew swords to fight goblins during a town attack. However, the militia shall not tolerate any attempts to argue, debate, or Peltarch-lawyer the rights of this matter!
"The Realm is confident that our druidic and magically inclined friends and neighbors shall obey this decree in good humor. May the gods bless Norwick and destroy her enemies!"_
After another fanfare of trumpets and a few carefully placed smiles, she returns to her office.
