Guards throughout Oscura are alerted that a man by the name of Kel'Ra is hearby banned from entering or obtaining citizenship in Oscura, per Nicahh. If said man is seen in Oscura, he is to be immediately detained for questioning. However, they are warned the man is one of immense power and very dangerous. He has already killed one citizen.
