The Silver Valley is represented on council by members of the Halfling Defense League. HDL membership is open to gnomes and halflings of non-evil alignment. We're currently going through council elections as some of our members no longer play. The wiki's been updated as of today and membership/council will change slightly in the next few weeks.
If you have a smallfolk character who is interested in living in the valley and participating in smallfolk events, please feel free to PM me or approach any HDL member IG. Our wiki link is as follows:

Any and all staff would be good.
Obviously the Jiyyd DM's also oversee Silver Valley but some staff info for Dragoons and other SV organizations (if any) would be great.

Is the question asking who the IC staff are? Meaning, who is on the SV council, who are the Dragoon members, etc?
