Open Council is held within the commons of Jiyyd.

:: Rumors spread widely that an open Council will be called, where all will be allowed to attend. Citizens quickly add to mention that something must certainly be up for such a meeting to be called again. Within a day after the rumors start, the following is held in public display near the gates and the Council Building ::

As decreed by the lawful Council of Elders of the Commonwealth of Jiyyd, we set forth the following:
That the Union be asked to look into strengthening our defenses, primarily the gates. Where manpower is needed, the Legion has offered their aid. We therefor ask of the Union to present us with an estimate of costs for both options set forth by them: beit a stronger gate, or the labor of spare ones. As well, the Council asks an estimate of costs for repairing and strengthening of the walls.
That we recognize that Jiyyd cannot face it's current enemies alone. It is therefor decreed that allies of all our representatives be contacted, as well as a call of aid be set forth.
That every able citizen of age be required to follow basic training in arms, specifically the bow. It is asked of both the Legion and the Temple to oversee this, so that their expertise can bear it's fruits on our citizens.
That we refrain from deciding upon our actual course of action in regards to war with the Orcs, until a war council can be held and our options all well known.
_:: For a week, all still remains silent, though the effects are quickly visible. Commoners can often be seen training bows out in the fields at a meager level. Trade carts, more than usual, roll into town and are unloaded either behind the council building, ar near Regrin's mill. Regrin himself seems busy day and night to stock on a supply of cut wood, scolding any that pass that they should lend a hand. Helmites keep their increased presence within the towns, and a small detail of them keep going to Ormpur to relieve their companions.
After the week, the Council is finally called in the commons. All citizens gather to hear what will be said. Trent Blake as well attends, flanked by 2 squires while listening to the Council's words in silence::
"We are gathered here today to discuss the current threat that the Orcs are once again posing. Jiyyd has suffered much already in the past. Now that we seem to be in the middle of two tribes, we must once again take action.
The first concern of this Council is our citizens. We need to be able to ensure them safety, and are willing to hear any suggestions. Secondly, through this, we extend our hand to any parties willing to aid us to keep Jiyyd and Ormpur from harm.
Speak your concerns, and let us come with a plan."_
