A ban lifted. (and another, and another...)

The chancellor of Norwick, walking firmly in heavy red and black armor, steps past the guards at the Militia Offices and enters. The building stands in silence for a time, then he and Jarek, the stalwart captain of the militia, egress the building and make their way to the town square. With hard eyes the militia captain announces loudly "The former militia captain, Rando Di'ran is hereby pardoned for crimes against and within the city of Norwick and is once again permitted to pass through the gates and stand within the town limits."
The chancellor, his face plain and expressionless, turns and departs.
Jarek gives a pointed look to two fierce-looking guardsmen, and they nod and stalk off only to return moments later in civilian clothes. The captain speaks to them in low tones then returns to his offices.The two men split up and meld into the crowds, their faces hard and their eyes like hawks'.

The red-skinned city chancellor again gathers a number of his mercenary guards and sends them out to watch for dissent as he marches out to the city square, flanked by Norwick toughs. A small crowd gathers before he speaks, announcing loudly:
"Zyphlin Re'cual and Merin Wyerspell are hereby no longer banned."

Upon hearing the news, Ezachiel and Belade both sigh, and mutter about how this is a bad decision

Yolanda, while making one of her usual walks through Norwick, seems slightly surprised at the news and shakes her head slightly.
Whatever their reasons, this is going to cause trouble.
