Warning! Dangerous Alcohol

It was an ordinary day in the city, the docks were bustling as usual but something has people rushing out more than normal. Rumors that a man on the docks was giving away extremely potent, imported alcohol.
Dozens of people rushed to get their free liquor causing the man to run out in mere minutes. 3 crates in all were distributed.
About an hour later, people all over the city began showing symptoms of heavy intoxication, some might even say poison. First heavy intoxication, then catatonic, and finally a violent death. Minutes after death they were rising as ghouls and attacking people at random.
With the help of the guard, the cerulean knights, and a few adventurers Artos, Keerla, and Aoth the ghouls throughout the city were put down but not before heavy civilian casualties were incurred.
The investigation led to a short man dressed all in black that was giving the bottles away, however with the help of a greater scrying they were able to locate the man but he had already gotten far out onto the icelace in a rowboat. The man while being scryed had stashed a bottle of the drink for himself and unknowingly drank it falling victim to it as well .
The only lead the adventurers have is a symbol. A white skeleton marionette being manipulated by a skeletal hand.
Following the chaos, all corpses were ordered to be destroyed to ensure they do not raise as ghouls days later themselves.

Artos, of the Knights Requietum can be seen walking the streets of Peltarch after the devastation caused, his hand on his sword, scouring for any signs of more ghouls.
