"Beware the Beeble!"

Anonymously distributed across the city are a number of pamphlets. They are found in pubs, taverns, bars, the commons, in shops, the bath house - everywhere. They are entitled "Beware the Beeble," and they look and reads as follows:

The clear image of a single lidded orange eye with a black vertically slitted iris leers out from the center of the pamphlet. Above the eye, in bold red letters, the following message can be read:
"Beeble Ravelzilch - Dream Invading Low-Life Leech, Memory Stealing Peeping Peach!
Below the image, the text continues, underscored for emphasis:
"Whatever the offer: JUST SAY NO! And REMEMBER!"
A number of commoners, nobles, shopkeepers and others take the pamphlets and murmur to themselves about them. Some stare at the pamphlets for some time, whereas a few people disregard them. Although somewhat confusing for some, the pamphlets are memorable, and several people are discussing them openly.
