After digging into this a bit, I was eventually able to locate where the old token was authorized.
On that basis, token will be awarded as soon as a DM can catch you IG.

C-Tokens are for the player, not the PC. If he formerly had a C-token, all he needs to do is ask a DM to drop one on his current PC.
I had understood that with the lenght of time I was gone, and how often i get to play, I would have to start over on the citizen process.
