Edict From The Chancellor Regarding Slaves

Herald D'Cameron announces:
"From henceforth, the act of setting foot in territory claimed by Norwick is viewed as an Act of Manumission by Norwick freeing said person from slavery. Any attempt to re-enslave such a person will be viewed as a crime by Norwick.
"Norwick does not acknowledge the legitimacy of slavery in its territory or abroad. Norwick does not exclude slaves from the wayfarers clauses of its Protectorate lands."

Clay walks by the gate as the announcement is made, and he seems to have a bit of a smile on his face. Whether this is due to the announcement or something else is unknown, however.

Walking away from the announcement, he passes Benji by and says…
"It's means as soon as a slave sets foot in our territory, they are considered freed from slavery, from whomever master owned them, and any attempt to reclaim them as a slave afterward is considered illegal."
Devlin then walks on to the Union hall.

Benji elbows Ael'Que in the side to get his attention.
"Explain what he just said in plain common for me."
