Stranger arrives at the docks.

At the the docks in Oscura a small row boat piloted by a hooded oarsman and carrying one passenger comes into port. The boat drops off a strange, pale skinned, blue haired fella. It is said this fella was sporting Black Sails colours and quickly dissapeared into the city. The oarsman departs the second his passenger steps off the boat.
