Lights at night

An elf tells of ghostly lights that chased him around the lake south of Norwick. "At a distance they seemed beautiful and whimsical, but up close they took a ghastly shape." The elf sports burns on his hands, and his cloak has the scent of singed fabric. Perhaps the lights were the result of some kind of explosion, or perhaps the explosion was a result of the lights.
