Bandits Beware

Despite the determined efforts of rangers and authorities alike, banditry still plagues the town, creating an atmosphere of fear and hate amongst the people. Angry shouts of protests from some particularly upset farmers begin to erupt, accusations that the town is still not doing enough to protect them.
In response, chief Bron, atop a grand stallion in engraved steel armor, suddenly gathers his tribe one evening and sets out of the North gate. The tribe quickly separate into small groups and move North to efficiently scan the entire Pass. As the sun rises the next day, Chief Orel proudly leads his dirtied tribe into the town center with two dozen bloodied scalps hanging from his horse's saddle. Many townsfolk cheer gratefully as he strides his horse straight to the town center with his warriors in tow.
"Proud people of Norwick! We have returned victorious, we hunted the dishonorable vermin through the night, and we we're merciless when we came upon them!"
He holds up several gory scalps tied together as his tribe bang their spears and shields together.
_"The bandits have fled from the Pass for now! But… I fear that they will return... They have only become more organized and better equipped since they started infesting our home. Unless we are more determined to be rid of this infestation now, this may just be the beginning of their reign of terror and the end of this town's once peaceful reputation...
But I refuse to allow this! We must not allow our enemies to gain any edge on us! If we can all come together and contribute to this cause in whatever way we can, I know these bandits will not be able to withstand our efforts united!"_
At that, the chief rides straight to the Great Hall while the grateful townsfolk give small donations and thanks to the tribe before dispersing. Not a protest is heard amongst the crowd.

After a flurry of recent activity, there haven't been any bandits seen or heard in the woods north of Norwick for the past several days. The number of rough-looking customers in the Grapevine tavern also has been greatly reduced, although beggars are still out and the floating crap game carries on behind the Inn. Citizens have noticed Raumviri guards standing watch on top of most of the tallest hills around Norwick. Perhaps the stern measures taken by the Militia are finally bearing fruit.
On the other hand, what's with the strange mist on the floor of the Grapevine? Mist has also been reported near the entrance to Silver Valley and the ponies usually kept there are gone.

Private Alvaniel can be seen taking post in the Watchtower just outside of Norwick, keeping a keen eye for any activity during the nights. Only once has she found a bandit in the tower, and he was dispatched. She will return each night to resume her post.

Shesarai Foutopolis came running into North Gate shouting for the guards. When she saw a Norwick militiaman, she reported that there was a group of bandits high on the hill east of the road in the Nars Valley. She asked for reinforcements, but the Militiamen said most of their troops were out on patrol at the moment. If it could wait till later then they would be glad to send someone.
She told them she would seek help from the Legion instead as otherwise travelers might get ambushed. She then left via North Gate. Sometime later, she returned and reported that the threat had been taken care of. She met General Theaon of the Troff Legion near the Crossroads and he helped her take on the bandits. There were three of them, equipped with leather armor and armed with bows and an axe. They were quite a bit tougher than the other bandits that have been encountered, but were no match for General Theaon's earth elemental. All were killed.

_After more reports of caravan attacks, Chief Bron of clan Orel gathers a dozen of his clansmen and stomp out onto the Nars Pass with a fierce determination. They are gone the entire day, mostly seen combing the forests along the Pass, but return just before dawn marching through the North gate dragging three dirty, beaten men chained together in a line. One old man in particular has trouble keeping his footing.
They are immediately taken into custody, and after a short exchange between Davos and chief Bron, the bandits are dragged up to the gallows.
The men each sob for their lives and exclaim their innocence as the noose is pulled tight around their necks, all but the old man, who simply keeps his head lowered throughout the procedure.

A man with a ponytail is seen handing gold and food to some of the beggars, and then shooting dice behind the Grapevine, presumably losing huge amounts of coin.

Shesarai and Silver were heard talking outside the Grapevine. Silver seemed concerned by the beggar in front of the Inn who claimed he was just a poor fellow down on his luck. Shesarai pointed to the crap game going on behind the inn with a few gamblers and loose women of the night. "That's disgusting" she was heard to say. The two then went off to the north to search for bandits.

_Despite the warnings, banditry has only seemed to increase in Norwick and the Nars Pass north of the town. Reports of attacks come in everyday. Horses stolen, lumber and wheat caravans raided and plundered. The bandits are ruthless and ambush without mercy, leaving merchants and traders unwilling to risk moving thier wares from the town without proper protection.
In response, Davos has declared there to be a standing reward of 100 gold pieces for every bandit that is brought in alive, and 25 gold pieces for every scalp_

Locals and others who frequent the Grapevine report troubling changes that seem to have overtaken that old inn. "There's a lot of rowdy, gruff-looking folk in there now, and a Raumviri armed guard is on duty lookin' after em."
A well-known red-haired cleric was seen yesterday looking around behind the inn and coming down from the hill back there with muddy boots. "What's going on?" some asked. But she didn't answer and went on her way.
