Dear lady Celestria i have heard of your promotion and wanted to congratulate you upon it.I am glad to see Norwick has now one of the finest healer and feel it will only proove usefull.

There's no real hard and fast rule about it. Letters are often left in public forums to be delivered to a PC's (sometime NPC's) office. Yet I would have to say yes, the majority of IC letters back and forth probably are carried out in PM's.

((Can I get a clarification from the DM's on private letters please? I'm assuming that since it's a private letter to Celestria, it should have been sent as a PM so all of Narfell isn't able to see it. I know that's how we played it on our last server and it doesn't make sense to me that a private letter would be posted for everyone to see. So, how do the DM's on Narf see it?))
