  The caravans don't seem to be arriving in time still. Some never reaching Peltarch at all still. Some say it might be the ghost of the fallen bandits Hen's group slaughtered, others say it must be a larger group of bandits. Whatever the case, for most people, is undebiable that there's a problem.
